We make money the old fashioned way...we print it

Received today from the Bureau of Engraving and Printing ( http://www.moneyfactory.gov/ ) an uncut sheet of $2 bills. The serial numbers form an arithmetic sequence, starting at G 99275532 A and increasing in steps of 23000 numbers.

I certainly expected the last three digits to be the same on each note, as I recently toured the facility in Washington DC and learned that the sheets are stacked 1000-high before cutting. The pitch of 23000 baffles me. If any of my loyal readers are Illuminati, would you let me in on the gag before you kill me? Thanks.
